We need more efficient Police and better Schools. When my parents first arrived, they don't need o lock their doors. ASBO is like the Chinese saying, rubbing your head when you have a headache, rubbing your leg when you have a pain in your leg. But the real disease might be somewhere deep inside. Unless the government invest in educating the poor, and have morfe police on the street, any new laws are just like plastering the cracks. The girl don't need an ASBO, she need conselling to deal with her emotional problem. No sane person will do something like that. And prankster are just kids who are not educated properly.
